100层高楼是打肿脸皮充胖子表现 人民需求被忽略

2011年的财政预算案在上星期五出炉了，徐达人医生在其博客网中表示这次的财政预算案最引人注目的一点就是我国又回到了基本建设的年代，因为政府将会花费上十亿令吉在国家基本建设上。

徐达人表示，这样的花费将会确保大公司得到超过十亿令吉的计划，中等规模的公司得到上百万的外包计划，而许多小公司得到这些大计划的“面包屑”。与此同时，这也意味着我们将需要大量的外国劳工，因为本地人早已不想成为建筑工人了。

他说，在分发这些计划的时候，很多人都会感到很开心，因为许多公司将会获得计划，就像在发生亚洲金融风暴之前的90年代，股票市场就是根据这种“人人有饭吃”的心理让每一人都开心的。

建100层高楼不代表我们会成为先进国

无论如何，徐达人认为这次的财政预算案并没有确认出可以让我国社会迎接创新改变的问题，也没有制度上的改变。他表示，虽然捷运系统计划是有必要的，但是他对于建造100层的高楼却有所保留。“如果我们认为有了高楼之后我们就会成为先进国的话，那么跟我们为了让一名学生获得全科A而调整评分标准是没有两样的。”

“一名女部长还表示我们应该建造高楼，因为其他国家也正在建造世界上最高的建筑物。这就好像我们看到了其他人戴很大顶的帽子之后，我们也要戴一个同样大的，殊不知我们的头根本就没有那么大，戴了之后反而遮住了我们的视线。再说，我们已经有了国油双峰塔，这就已经向世界证明了我们是有能力建筑这么高的建筑物的，为什么现在又要再建呢？”徐达人这样表示。

75%金钱用在营运开支 国家发展被忽略

徐达人认为，这50亿令吉应该用来建立更多图书馆和学校，以及提高大学的教学素质，这样才能提高大学毕业生的素质。另外，他也点出了2011年财政预算案的其中一个要点，那就是很大部分的钱都用在营运开支（Operating Expenses）上，这都要归功于我们庞大的公务员体系。

“试想想，在政府花费的每1令吉中，有75%是用在营运开支的，只有25%用作发展用途。这就像一间拥有太多员工的公司，它并没有能力投资更多在研究的发展的项目上，久而久之，这间公司就会失去竞争能力。”

徐达人认为，6%的收费电视台服务税是一种榨取中等阶级人民财富的动作，那些签购寰宇电视台（Astro）的人一个月最少必须多付费10令吉，而1%的服务税增长也将会由城市居民承担，所以“居住在城市的生活越来越困难”这句话说得没错。

最后，徐达人表示在整个经济转型计划里的最大问题就是：如何得到私人界的投资？如今，许多公司都倾向于在海外扩展业务，再加上在外来直接投资直线下降，本地私人界又缺乏信心的情况下，政府所描绘的整个经济蓝图实在是过于美好的。

政府应建立完善公共交通系统

对于2011年的财政预算案，博客“masterwordsmith”批评政府没有积极地发展公共交通服务上，是造成上星期在南北大道上发生的两辆巴士相撞意外的真正元凶。

“在这宗导致13人死亡的严重交通意外中，我们应该责怪谁？巴士司机？巴士公司？命运？政府？还是那些上错巴士的乘客？一个没有交通工具的普通人民需要到其他州属的时候，除了乘搭巴士之外还有什么选择？”

这名博客表示，一个体恤人民的政府将会把大部分的金钱投资在可以直接让人民受惠的计划上，比如提高公共交通服务的有效性。“我怀疑这些政府高官有没有尝试过乘搭长途巴士或火车的经验。”

当巴士公司的管理和维修程序有问题时，人民的安全是危在旦夕的。为什么政府不能够提供安全及有效率的交通系统给人民呢？最重要的是，与其建造100层的高楼或其他人民根本不需要的大型计划，政府更应该做的是想人民的基本需求负责任！

It is regrettable that Tun Dr Lim Keng Yaik has decided to quit as advisor of Parti Gerakan.

As an elected Central Committee member, I feel sad and upset that the undercurrents that have been brewing in the party have finally surfaced.

Apparently, the straw that broke the proverbial camel’s back is the EGM that is to be held on the 10 October in Penang.

As a democratic party, whether we agree or disagree with the resolution of the EGM to be convened, we should defend to our death the rights of members to call such meetings, especially when the party constitution has provisions for such a move.

As the top leader of the party, perhaps Tan Sri Dr Koh Tsu Koon should reconsider his decision not to attend the Penang EGM.  As one member aptly pointed out in an sms to me: when our own house is on fire, we would not want to go visit other people’s house; we should instead attend to our own house first.

Lastly, there is a general consensus on the ground that perhaps our top leaders should have more dialogue with the grassroots in order to feel the pulse of the party. Grassroots’ views should be taken into consideration in charting the direction of the party, if we pride ourselves as a grassroot organisation.

民政党要求卫生部向公众公布“全民医药保健计划”的细节，因为公众有权知道这项计划的运作和益处。

民政党中委徐达人（左图）表示，这项计划仍存有许多有待解答的问题。他也在文告中询问卫生部，有关“全民医药保健计划”是否类似社险般在受薪族的每月工资中扣除，以及那些没有能力缴交保费的失业人士、退休人士，没有固定收入者或自雇人士的群体，是否也在“全民医药保健计划”中受惠？

徐达人希望这项计划不会增加人民的经济负担，特别是受薪族群。

“还有最大的问题是：谁出钱支付‘全民医药保健计划’？我们唯一知道的是，政府将为110万名公务员、20万民残疾人、43万民养老金领取者和穷人支付医药保费。”

徐达人说，到时所有雇主、雇员及自雇人士将会被要求捐款给予这项基金的可能性非常大。

“如果是这样，那么‘全民医药保健计划’将形同强制式的个人保健保险，也对雇主来说也是一项额外税务负担。而且保费的金额也不详。”

徐达人说，如果“全民医药保健计划”真的实施，促使保健成本大幅度增加，所有涉及的人士将被要求付更多。

他说，政府必须确保在一个开放，透明和协商的方式下制定“全民医药保健计划”计划，避免黑箱作业。

他认为，政府必须征求医药协会、职工会、消费人组织及所有涉及人士的回应，若有任何医疗保健制度的改革，应该与涉及者开诚布公的讨论，因为其改变将对整个社会起着牵一发而动全身的效应。

Gerakan has asked the Ministry of Health to provide more details on the National Health Financing Scheme (NHFS) as the public needs to know how the scheme can work and its benefits.

The party’s central committee member Dr Hsu Dar Ren said there were many questions which needed answers.

He asked whether NHFS was similar to Socso where premium was being deducted monthly from worker’s wages. And what about the unemployed and retirees, those who do not have the money to pay the premium, those who do not have a fixed income, no more working or are self-employed? Will these groups of people be covered by NHFS?

Dr Hsu hoped the scheme would not add to the financial burden of the people, especially the working class.

“And the big question is ‘Who will be funding for the NHFS? What is only known is that the government will pay for the 1.1 million civil servants, 200,000 disabled, 430,000 pensioners and the poor,” he said.

Dr Hsu said it was highly probable that every employer, employee and the self employed would be asked to contribute to this fund.

“If it is so, then NHFS will be like a form of compulsory health insurance for individuals and a form of additional tax on the part of the employer. The amount of premium is not known, but if the implementation of NHFS brings about a tremendous increase in healthcare costs, everyone in this category will have to pay more,” he said.

The government, he said, must do away with the perceived secrecy involved in formulation of this scheme which should be done in an open, transparent and consultative manner.

“Feedback must be obtained from medical associations, workers’ unions, stakeholders, consumer bodies, he said, adding that any change in healthcare system should be discussed openly with “interest groups” since it is going to affect everyone.

I would like to remind the people that under Malaysian Federal Constitution Article 3 (1), Islam is the religion of the Federation,  but other religions may be practised in peace and harmony in any part of the Federation.

To resort to attack churches in the wake of the High Court decision is deplorable and is a wanton attack on the freedom of practice of religions which we should all treasure and protect in this multiracial society of ours. The perpetrators must be arrested and charged.

I hope both our Muslim and Christian brothers should remain calm and do not let their emotions overtake their common sense.

I hope politicians on both sides of the divide would refrain from fanning emotions and instead they should try their best to cool the temperature down and let judicial process run its course, as an appeal against the High Court decision is pending.

In the spirits of the same Article,  PGRM Cheras Division also called upon the government to do away with the archaic ruling that a police permit is required for any gatherings of more than 5 persons.

Parti Gerakan Cheras Division while welcoming the government decision to teach Maths and Science in mother tongues in primary schools, urges the government to retain using English to teach Science and Maths at the secondary levels, in order for the students to have a better grasp of technical and scientific knowledge, the majority of which is published and stored in English Language. It would also better prepare the students for the transition into English at the tertiary levels.

民政黨中央教育及知識社會局, 強烈反對Datuk Mukriz 的建議 , 要政府采用單一教育制度, 并接管華小及所有類型小學, 改為國小.

我們要提醒 Datuk Mukriz, 華小及所有類型小學的存在, 是憲法下所保障的, 不應一而再的, 受到任何人的質疑.

種族兩極化的原因, 應歸罪于一些喜愛利用種族課題作為政治資本的政客, 尤其在所隸屬政黨黨選期間, 挑起種族課題, 以達到個人目的.

我們要再次的提醒 Datuk Mukriz, 在 聯邦憲法下 152 條 (1) (a)和 (b), 學習母語教育, 是每個馬來西亞公民的基本權力. Datuk Mukriz 的言論, 會使種族兩極化的問題, 加劇惡化.

我們感到遺憾,  Datuk Mukriz 的言論, 違反了1996 教育法令, 和 國陣歷屆大選宣言對人民所作出的承諾, 保障華小及所有類型小學的操作和存在.

華小及所有類型小學的存在,  對于國家和社會, 有極大的貢獻. 我們認為 Datuk Mukriz 的言論, 對于一個多元種族社會, 是具于極大的破壞性.

我們希望Datuk Mukriz, 基于國家團結利益上, 把這建議撤回.

國家和我黨, 正面對着許多問題. 我希望可以本着我一路來 在我的網站 Dr Hsu’s Forum (http://hsudarren.wordpress.com) 的作風, 無畏無私的把基層黨員和人民的心聲, 帶入領導層.

·        爭取新聞自由, 廢除現有的  “印刷出版”法令

·        保障人權自由,廢除 ISA

·             還我 “優積制度”.

3.    回歸到基層

·        爭取更多領袖和基層的交流和對話, 聽取和接納更多基層的意見.

•        如果我黨在國陣內,不能貫徹, 回歸到黨的理念,回歸到人民, 我黨應要進行一項 公投, 讓全體中央代表,決定我黨的未來方向.

我像一支小蜡烛, 希望能以本身微弱的光亮, 声音和力量，尽一份力，使这个世界变的更好更公平。你会笑我不自量力，但我不会介意。一支小蜡烛，光亮虽弱，也会为在黑暗地方的人，带来一线光明和希望。

1。真的知錯。佛經上有說：知錯能改，善莫大焉。真的知錯， 我們要原諒他。

2。假裝知錯。道歉是因為要贏回一些政治本錢，尤其是非巫人的信心。

3。假裝知錯。道歉是因為政治壓力的關系。

如果是（ 1〕 的話，真心認錯，則因該為整個事件負責，引疚辭職。為何沒有實際上的表現？

如果是 (2)或 (3)的話，則表示巫統內明白，舉劍事件，影響很大，是造成國陣失敗的原因之一。那他更要為這件事負責。起碼要連降三級。
